It's not hard for them to even make a real nuke. If you are being 100% real this is no longer some hidden technology, you can accomplish it with engineering and physics knowledge available to a western undergraduate student.
The problem is purely establishing the infrastructure to make something militarily useful. There needs to be some very direct benefit to making that investment and the current model for lesser NATO nations is to just outsource that part. So if things go how they want, it won't really ever be a good investment for them in the foreseeable future. -

I think the initial plan was to rush B and force large-scale surrenders but they underestimated how entrenched the 'true believers' were, ie. the intelligence apparatus and extreme nationalists embedded at every level to prevent exactly that.
they also don't seem to have expected the sheer scale of support given by NATO in terms of equipment, soldiers and intelligence - now that they understand they seem to have switched from mobility warfare to attrition, essentially encouraging the west to disarm itself by flooding the Ukraine with weapons that can't turn the tide of the war.
keep in mind that from the start of the invasion Russia had only sent a fairly small force numbering less than 150k, and the majority of them were technicians and standoff weapons operators with the bulk of the actual fighting being done by LDNR militias and Wagner. they have a standing army of around 1 million (which they're trying to expand to 1.5 at the moment) but they chose to mobilise 300,000 outside of that because they consider themselves to be at war with NATO, with the Ukraine just being a battlefield, and it's important to keep the bulk of their 'serious' forces in reserve.
their goal was never to 'take' Ukrainian territory because Crimea was about the only thing that was valuable to them, but to deny NATO from using it to threaten their mainland. they don't care a lot about holding territory (yet), the goal is to grind down the AFU and their supporters because there will be nobody to stop them doing what they want afterwards -

Do you think countries reveal all their secret weaponry stocks and developments via twitter?
I think it's a reasonable assumption to assume that if a country says "hey we've got a new super gizmo"...it means they've already replaced it with a newer one they aren't talking about. -

It is the manufacturing infrastructure that is difficult and expensive to setup. And even for that the issue is organizing the specialized human capital, not that nuclear weaponry requires some very arcane technical knowhow.
Example, in the case of many nations it is as simple as the fact that if someone gets the required specialized knowledge, their government basically cannot match their paycheck to any of the numerous opportunities that are already open for them abroad.
Nuclear fearmongering is a great way to rob public coffers and convince average folk that it really requires billions of dollars of investment.
When really a majority of "nuclear weapons research" is actually just missile R&D and has zero to do with actual nuclear research.
And of course in general "weapons research" is the blanket name for the government getting to spend blank cheques with no oversight so long as the public is sufficiently scared.
It allows infinite flexibility in spending and deal along under the guide of public affairs.
E.g. you have $50 million to setup the basic complex for the missile research, who gets the contract for the construction? How about the subcontracts, how are they structured?
In general the military is a public jobs and wealth redistribution scheme. It gets many young men out of the public and I to a structured system where they can receive some education and discipline and be spot back out into society with a slightly lower chance if being a horrible delinquent. Nobody dares to criticize the giant public handout safety net that is any nation's military.
Because God dammit your dad and his dad and his dad built your house fighting for this public jobs scheme and they derive a lot of honor from it not being called one. -

it's fairly small in comparison to the size of the Ukrainian military and paramilitaries at the beginning of the war
the US immediately destroyed all infrastructure (military and civilian) and relied heavily on uncontested air superiority, and Saddam wasn't supported economically and militarily by the entire western world (either time) so I don't know what you're even trying to say here -

the detonation device is just one part, and thats pretty complicated if you domt want it to blow up when you dont want it to blow up.
