Conveniently the buildings blew up as Russia needed a justification for the second Chechen war. Not only that, it drove Putin to the forefront of being the country's leader. The explosives were placed as by a demolition team, taking out critical support columns, not unlike 9/11. Also the explosive used was RDX. While not totally uncommon in terrorist attacks it's traditionally considered a military explosive.
I'll look into it. I'm wary of these general accusations against Russia because so many of them have turned out to be pure propaganda - Litivenko, for example, is popularly attributed to the FSB with zero evidence (Polonium is the last thing they would've used, and he was also an MI6 asset) and the Magnitsky affair, which resulted in sanctions that are still in effect today, blamed Russian authorities for a murder that in all probability a member of the State department committed (he was the victim's boss at the time). They took his story at face value and did zero investigation.
As for drumming up support for fighting the Chechens, I honestly don't think it was necessary - from the start Turkey had been seeding them with veteran jihadis; they were enough trouble without making up false flag attacks. -
