Cops don't even pull people over in the rain, they aren't going to trapse through the woods to look for poppies. If they did go looking through the woods it would be for weed and not poppies, most people probably wouldn't even recognize it considering there are many types of legal poppies that look similar. Your biggest threat is wildlife eating the shit which is a big problem for weed but I don't know how deer like poppies or if they would eat them. With weed you can plant it in a 5 gallon bucket and hoist it up into a tree but you need more than a few plants if you're planting poppies. I don't know, figure out if deer will eat them then get back to me.

where I live the two most common protected animals are scrub-Jays and gopher tortoises.
there is a area that had been zoned to be undevelopable to to having a fuckton of previously mentioned verminous speciea.
this area had been adopted by some of the local potheads to grow a large area of weed.
when the sheriff found out, they had the fire department use one of their ditch digging thingy trucks to make a fire break around the entire field...set the whole thing on fire...and poor cutesty widduw animals were barbecued.
it was in the news a few years ago. I can send pics the next time I go out there. it's one of the places I ride my bike -

Papaver Somniferum has a long history of use here and old people don't give a fuck, they want their tea. Every old person in my old town grows Poppies and it's beautiful. Nobody is gonna call the cops because of some really beautiful flowers there. Great.
Do you have other kinds of Poppies growing in your local flora? Papaver Rhoeas is native here and it grows everywhere. Normal people don't question the size difference. The harvest is a bitch, though. A BITCH! -
