Dude, they're not perfectly flat. but overall they usually are a hill with a prairie at the top. usually "Shaved off" formation

This is a Butte which is similar but usually in a desert and solid rock.

they have a river and the bluffs run along the river. Yes, the river once was water above, and most likly a century or mill'ennial of river tore through and shaved it down nice and flatish and then the water flowed less and less into a smaller river width. creating the formation.
