yes and no. a bluff is a a flat top hill. usually not higher than 1500 feet.
I think a Mountain is anything above that. without going straight to wiki or google.
also hills are mostly clay, sand or sandstone and lime deposits While a mountain is mainly rocks. granite.. whatever
