There is a saying "The buck stops here"....generally it's used by the head guy to shoulder and accept it was his responsibility to take care of.
Blaming the previous administration for HIS policy decision and HIS implementation of that policy is cowardly and detrimental to the reputation of the country...what little of that was left.

I think it's more about they didn't even try than anything. Someone should have known that instead of predicting it's fall in 6 months to a year.

blame have negative connotation, its the attribution of presummed responsibility.
you can blame someone for something before their wrongdoings have been proven. -
