disconnect allof the piping (after it's turned off with the faucets), caulk it or use duct tape and reput it back, probably take youa bout 10-15 minutes, 20 if you really take your time

Wut pipes are leaking? You need to turn the water off to try to rebuild the faucet. It is pretty likely that the shut-offs under the sink will not close completely, begin to leak from the stem, or break if you operate them. I would find a way to turn the water off to your whole place, ideally at the water meter if youre place has it's own meter

If he's in a low rise with bade shut-offs he'd have to talk to the management. I had to shutoff whole buildings before while I fixed those valves.
