This is the type of thing that will get you arrested and your reduce your availability for legally buying a high powered rifle like an AK47 which has large bullets that are said to spray well, can have a drum magazine attach which would allow the gun to hold 75 rounds(maybe more), and can easily be modified to automatically fire the highest grain bullets you can find.
I wouldn't say anything to anyone at all and I definitely wouldn't talk about whatever problems would make me have such thoughts. Those types of things will get a person locked up and a felony place on their record. -

based on a range starting at about .22 hornet...then going up to .460 weatherby, which is virtually a hand-cannon, the 7.62x39 is at the low end of the 'power' scale. 'high powered' is not something set in concrete, but is so subjective as to be virtually impossible to narrow down.
bullet 'size' (size as in weight or size as in diameter?) isnt always the determining factor in its 'power' or ballistics performance.
it all depends on the bullet. a 123gr FMJ that doesnt yaw once it enters the violent swimmer...will probably go through two or three of them...unless it hits a 'big' bone, then just one person. a 123gr hollow point or soft point, at close range (30 feet or so) will pretty much explode inside the person and not even go through them.
change that to something like a 30-06 which is technically 'high powered', loaded with a 220gr solid (kinda like a FMJ but stronger; designed for hunting big animals) and the bullet will go through 5 or 6 or 7 crazies...unless it hits a 'big' bone, then 3 or 4. -
