Becuz society makes it so highly taboo and so illegal that it becomes an ultimate thrill. By trying to protect their kids, they are making tham huge targets to those who seek the taboo. If society had left it alone i very much doubt it would be such an issue. The perverts would instead all be off trying to fuck their own moms or chickens instead.
