This is really going off topic, but my belief is that human progress in any area is primarily driven by individuals who are exceptionally skilled and talented. Thus in order to maximise human development, we need to find these individuals and give them the resources they need to do their best work. its not the same across cultures.
chineses for example, progress as a collective. we ate with our bare hands like apes until some village idiot came up with 2 sticks as an implement to transport food from where they're served to his mouth. our race adopt this simple progress by improving our skills using our hands and eyes and mastered using chopsticks as a civilized collective.
the progresses of white people on the other hand, relies on the emergence of individualistic geniuses among them. they eat with their bare hands like wild apes until a genius emerged among them and designed a spoon and a fork for civilized dining experiences. few had the luxury of using forks and spoons until another genius came along and invented a way to cheaply mass produce forks and spoons so the entire population could eat like civilized human beings.
so over the centuries chineses has become more skillful while white people became more knowledgable.
