    I know you are of course a big fan of Russia style policies but this is the country that necessitated krokodil due to the lack of these kinds of programs. It's obviously reckless to have widespread unchecked free drug giveaways but not changing people for the instruments the use substances they are addicted to is pretty obvious. Like changing an alcoholic for holding an empty bottle or a glass.

    What are you going to say when all the crackheads run out of crack and come to your house to tie you up and rob you to buy more crack? Thanks?
