Pedo-Man. I admit some people mature faster than others. it could of been a system to test maturity level before being emancipated from their parents. But they figured 18 is the average age of finishing High School (and in some states, a 19 year old is considered a minor until they drop out or finish high school)
but 18 was the number found for women to come to near full Maturity mentally and physically (19 actually). they feared that young women might be coerced and them volunteering to leave their parents under the age of 18 without making a true adult decision. their minds just didn't hit the true "make a decission on my own without parents or adult supervision" just because their bodies show they're a flower for picking, the bud is too tight (mentally not ripe) to pick. they don't need creepy wonders like you who picks the flower at random and tosses it aside and never giving it a chance to blossom in a vase of security.
