As a matter of fact. I believe Toshiba or Mitsubishi made the first 16:9 video in ultra high resolution which was 1080 x 720 progressive scan in 1968 if I remember correctly. it was broadcast quality but analogue tv signals didn't get permission by their version of FCC (which was probably the US Military since it wasn't long after WWII)
and the technology just wasnt there yet. but they understood digital enhancements to stabilize and speed up radio waves.

this is why you have some shows like the original Star Trek and other shows from the 60s and 70s that aren't stretched to current letterbox 16:9 but rather before there was widescreen TV for sale in the USA they used to do an auto pan and shift the tv to the left and right during long dialog between to people.
there are also half a dozen other widescreen presets for panoramic view or as its nicknamed "Periscop" for 70mm ultrawide panarama. some of the first films in the 1970s was Soylent Green which even on the widest screens had lettbox bars on top and bottom to create a super wide cityscape shot.
So nothing was meant to see in 480i except older super vhs broadcast which came from analog video reels in the day.
