Cannabis in Europe back then would've been sold as a tincture, not as a flower for smoking.
Also the Nazis never banned smoking. German soldiers were still rationed cigarettes throughout the war.
There's really no reason anyone back then would ever want to make a habit out of weed. While I don't doubt a soldier caught drunk could receive the death penalty, I have no reason to believe that was a common scenario. USA supports the underdog in any Middle East conflict and switch sides often. This prevents any clear victor, dragging out conflicts forever and feeding the military industrial complex among other industries. The best thing for Israel and USA in middle east is having conflict between the original inhabitants.
