Most are neither a transmitter or receiver, but a combo. A transceiver. People love hijacking them though.
Edit; not a bad idea, just enough transmitting power for your neighbors. Several people i know were well respected djs.
Maybe something like a repeater but for fm to get around fcc limitations on single devices

Audio transformer + laser pointer + solar cell to transmit audio to a short range fm transmitter, then i could just sit near the transmitter. Wondering if a uv nitrogen laser would work the same with a photo cell etc
