So basically Lieutenant Colonel Aquino proposed "zapping" American citizens with invisible radio waves in order to make the public anxious or lethargic depending on how the government wanted the public to feel at the time, and use this weapon, as he said, "in conjunction with media broadcasts." This gives a whole new meaning to term "wearing a tin foil hat."
https://books.google.com/books?id=MEygCwAAQBAJ&pg=PT15&lpg=PT15&dq=ELF+waves+michael+aquino&source=bl&ots=CW86b6zKTm&sig=ACfU3U3GvxaCd_KU4QtMKmhiF5Xj5T9_Fw&hl=en&ppis=_e&sa=X&ved=2ahUKEwin2ITfp-_lAhUBeawKHR9wAcgQ6AEwCHoECAgQAQ#v=onepage&q=ELF%20waves%20michael%20aquino&f=false
It's certainly reasonable to believe with the long history of illegal, inhuman, and bizarre government experiments known to have been carried out in the past, that the device he described has been built and tested to determine its effectiveness. It is equally disturbing to learn that the United States government has a patent for a device that can literally make people hear voices that seem as if they're coming from within their own head.
In 2002 patent number 6, 470,214 was awarded to the US government for a device designed to, "induce a thermal-acoustic signal in the bone/tissue material of the head that replicates the input audio signal and is conducted by the bone/tissue structure of the head to the inner ear where it is demodulated by the normal processes of the cochlea and converted to nerve signals which are sent to the brain, thereby enabling intelligible speech to be perceived by the brain." In other words, you can't tell where the sound is coming from and it appears to originate from within your own head!
Unless, of course, you have multiple software defined radios monitoring incoming signals and putting time stamps on them, to determine Time of Arrival of signals and therefore direction signals originate from, as well as microphones to determine there's no actual sound wave producing the sound you're hearing.
They have stuff like this: https://www.holosonics.com/?keyword=&gclid=EAIaIQobChMIt-Oc_bLv5QIVC__jBx1bDgLmEAAYASAAEgJgzvD_BwE
And when they're not using that or radio waves, they have agents all over the place to speak or even shout things at the target, but again, with Time of Arrival circuits and microphones, it's a moot point, because their locations can be narrowed down, or at least the direction of their 'noise' along with radio fingerprints of smartphones and other devices they're likely to be carrying. :) -
2019-11-16 at 6:38 PM UTC in ELF wavesJohn St. Clair Akwei vs NSA
Mr. Case points to the information on Signals Intelligence now known worldwide contained in the lawsuit against the NSA filed by ex-NSA employee, John St. Clair Akwei (excerpted in parts below, from scanned graphics of a 2009 publication in MindNet Journal), which points to advances in neuro-technology, radar, satellite technology, and bio-surveillance that is still carefully being kept out of the corporate press and concealed under labels of classification and secrecy, while being secretly legitimized for use by the Department of Justice, as uncovered by researchers such as Dr. Nick Begich, and explored here earlier.
The Signals Intelligence mission of the NSA has evolved into a program of decoding EMF waves in the
environment for wirelessly tapping into computers and tracking persons with the electrical currents in their
bodies. Signals Intelligence is based on the fact that everything in the environment with an electric current
in it has a magnetic flux around it which gives off EMF waves. The NSA/DoD has developed proprietary
advanced digital equipment which can remotely analyze all objects whether man-made or organic that have
electrical activity.

https://zerogeoengineering.com/2019/from-psyop-to-mindwar-the-psychology-of-victory/
Aquino has admitted that the US government is using ELF waves for mind control, not just in "from psyop to mind war" but in actual interviews with him just a couple years ago. This is not a conspiracy theory, it's a fact.
https://pdfs.semanticscholar.org/79e3/02362840276561dafe5159ea8cb751ef66ba.pdfThe paper
discusses the advances in nanotechnology where DNA is now being used in its capacity as a nanoscale
semiconductor to act as the scaffold for supporting nanoscale integrated circuits. The research findings are
presented that the DNA in vivo when it is immersed in water acts as a conducting nanowire with an alternating
current (AC). It is proposed that when there is an alternating current (AC) in the DNA it will be emitting
electromagnetic radio waves at the same frequency as the alternating current. In addition, it is noted that brainwaves
are extremely low frequency (ELF) radio waves and that the DNA as a conducting nanowire would act as a receiver
or antenna for these ELF radio waves whereupon an alternating current would be generated in the DNA.It has been known since the early 1970s that the DNA is emitting electromagnetic radiation (EMR) but
what is not appreciated is that this EMR is in the nature of radio signals, and this notwithstanding the fact that
the burgeoning new field called optogenetics is uncovering more and more genes that are responsive to EMR
and more and more proteins, especially in the neurons of the brain, that are actually synthesized from the DNA
and are likewise responsive to EMR. In this paper, I review the pioneering work of Fritz-Albert Popp who was
first to popularize the notion that the DNA absorbs and emits light (EMR) and demonstrate how this has
mushroomed into the whole new field of study called optogenetics. I then discuss in general terms the basic
principles of radio transmission and electronics, and finally I attempt to demonstrate that there is a plethora of
evidence in the mainstream literature that the molecular structure and electrical activity in the DNA is such as
to make the DNA a classic radio transmitter
So there you go, DNA itself produces ELF waves, whether you think it's tin foil hat conspiracy stuff or not, there's a shit ton of research on this and has been for years. They can't really deny it, there is no point. They really don't want people talking about it too much publicly, but you can't deny the facts unless you're an idiot.
Now what CAN be labelled a conspiracy theory is my assertion that every thought you have and every word you speak out loud, produces associated ELF waves which can be collected with the right antenna receiver combination and decoded to accurately re-create everything you say or even do, including the state of mind you're in and whether or not part of your body is in pain or injured.Extremely Low Frequency (ELF) waves: ELF waves up to 100 Hz are once more naturally occurring, but they can also be produced artificially (such as for the Navy’s Project Sanguine for submarine communication). ELF-waves are not normally noticed by the unaided senses, yet their resonant effect upon the human body has been connected to both physiological disorders and emotional distortion. Infrasound vibration (up to 20 Hz) can subliminally influence brain activity to align itself to delta, theta, beta, or beta wave patterns, inclining an audience toward everything from alertness to passivity. Infrasound could be used tactically, as ELF-waves endure for great distances; and it could be used in conjunction with media broadcasts as well.

More recently, Nasa technology has been suggested as a method of extending it: in 2005, New Scientist reported that the US security services were using a space technology previously used to detect faint radio signals from space to eavesdrop on a room where the curtains had been pulled (which defeats the laser).
lol nasa technology.
The system used a "horn antenna" to blast a beam of microwave energy at between 30GHz and 100GHz through a building wall: "If people are speaking inside the room, any flimsy surface, such as clothing, will be vibrating. This modulates the radio beam reflected from the surface," it reported. That could be amplified using the Nasa technology and analysed as before.
Oh man... Considering how stupid and ignorant most people are, it's really quite easy to get away with all this stuff .There's only a jizzillion ways to do it. -
2019-11-15 at 7:42 PM UTC in there needs to be an open source means of communication that can't be tampered with
How many criminals protect against laser audio surveillance, where a laser beam is bounced off a window or other rigid surface, and the sound from the room vibrates the surface, wobbling the beam, the wobble being translated into audio by the snooper.
There was an episode of burn notice that touched on this, he taped a speaker to the window to scramble the conversations he was having lol
That can work but with the right algorithm they can still pick out and decipher your conversations. The vibrations you project into the window etc have to be able to fool their algorithms, elsewhere, your speaker taped to the window won't work.
http://67.225.133.110/~gbpprorg/mil/inter1/index.htmlIn practical usage, a diploma or certificate hanging on an executives wall could be turned into an excellent eavesdropping device. So could a few sheets of paper left laying on a table – anything that was light enough to move or vibrate with room air. A glass vase with a thin wall also works, and does lamps and other fixtures that are not a heavy solid mass.
A low frequency can be used, but you will start developing less than desirable results with low frequencies, and will receive better results with frequencies even higher that 10 GHz. Above 33 GHz you can actually start using the water in the air as the microphone, and you will have profound success with doing this when you get over 50-60 GHz.
At 10 GHz you only need a few mW of power to do this successfully from a few feet away, and 100 mW can allow an eavesdropper to be a fairly respectable distance from the target. Some police radar guns will also let you do this with with minor mod where you simply point the radar gun and use it like a highly directional microphone that can shoot through walls. Prison escape teams have been using these for years to listen for escapees in the woods, or hiding in corn fields without actually entering the woods.
One of the more humorous eavesdropping vulnerabilities on Embassy Row in Washington, DC are the X-Band alarm sensors that all the embassies install in their more sensitive rooms, but which they neglect to turn off during sensitive/classified discussions their diplomats are having. An eavesdropper can simply tune in the frequency of the X-Band (or K-Band) alarm sensor and listen in to classified discussions. Even when they turn these sensors off during meetings, there is still enough loose items on the walls to provide a wealth of vibrating surfaces that a microwave signal can bounce off of.
With this is mind the TSCM specialist needs to always search for any signal with could be a source of illumination, and pay extremely close attention to any signal present in the area being inspected, but which may of may not be originating within the area being inspected and may provide a reflection of an external signal above a dangerous threshold.
An example of this is building D of the Georgetown University Medical Center (GUMC) complex which is only a short distance south of a diplomatic facility [France (map)]. Merely being near and above a nearby diplomatic facility isn't the biggest problem by itself, but because this diplomatic location is saturated with RF energy between 10 and 15 GHz it becomes extraordinarily easy for an eavesdropper to listen in to diplomats talking about classified matters. -
