Aquino has admitted that the US government is using ELF waves for mind control, not just in "from psyop to mind war" but in actual interviews with him just a couple years ago. This is not a conspiracy theory, it's a fact.

discusses the advances in nanotechnology where DNA is now being used in its capacity as a nanoscale
semiconductor to act as the scaffold for supporting nanoscale integrated circuits. The research findings are
presented that the DNA in vivo when it is immersed in water acts as a conducting nanowire with an alternating
current (AC). It is proposed that when there is an alternating current (AC) in the DNA it will be emitting
electromagnetic radio waves at the same frequency as the alternating current. In addition, it is noted that brainwaves
are extremely low frequency (ELF) radio waves and that the DNA as a conducting nanowire would act as a receiver
or antenna for these ELF radio waves whereupon an alternating current would be generated in the DNA.It has been known since the early 1970s that the DNA is emitting electromagnetic radiation (EMR) but
what is not appreciated is that this EMR is in the nature of radio signals, and this notwithstanding the fact that
the burgeoning new field called optogenetics is uncovering more and more genes that are responsive to EMR
and more and more proteins, especially in the neurons of the brain, that are actually synthesized from the DNA
and are likewise responsive to EMR. In this paper, I review the pioneering work of Fritz-Albert Popp who was
first to popularize the notion that the DNA absorbs and emits light (EMR) and demonstrate how this has
mushroomed into the whole new field of study called optogenetics. I then discuss in general terms the basic
principles of radio transmission and electronics, and finally I attempt to demonstrate that there is a plethora of
evidence in the mainstream literature that the molecular structure and electrical activity in the DNA is such as
to make the DNA a classic radio transmitter
So there you go, DNA itself produces ELF waves, whether you think it's tin foil hat conspiracy stuff or not, there's a shit ton of research on this and has been for years. They can't really deny it, there is no point. They really don't want people talking about it too much publicly, but you can't deny the facts unless you're an idiot.
Now what CAN be labelled a conspiracy theory is my assertion that every thought you have and every word you speak out loud, produces associated ELF waves which can be collected with the right antenna receiver combination and decoded to accurately re-create everything you say or even do, including the state of mind you're in and whether or not part of your body is in pain or injured.Extremely Low Frequency (ELF) waves: ELF waves up to 100 Hz are once more naturally occurring, but they can also be produced artificially (such as for the Navy’s Project Sanguine for submarine communication). ELF-waves are not normally noticed by the unaided senses, yet their resonant effect upon the human body has been connected to both physiological disorders and emotional distortion. Infrasound vibration (up to 20 Hz) can subliminally influence brain activity to align itself to delta, theta, beta, or beta wave patterns, inclining an audience toward everything from alertness to passivity. Infrasound could be used tactically, as ELF-waves endure for great distances; and it could be used in conjunction with media broadcasts as well.

The Signals Intelligence mission of the NSA has evolved into a program of decoding EMF waves in the
environment for wirelessly tapping into computers and tracking persons with the electrical currents in their
bodies. Signals Intelligence is based on the fact that everything in the environment with an electric current
in it has a magnetic flux around it which gives off EMF waves. The NSA/DoD has developed proprietary
advanced digital equipment which can remotely analyze all objects whether man-made or organic that have
electrical activity.

So basically Lieutenant Colonel Aquino proposed "zapping" American citizens with invisible radio waves in order to make the public anxious or lethargic depending on how the government wanted the public to feel at the time, and use this weapon, as he said, "in conjunction with media broadcasts." This gives a whole new meaning to term "wearing a tin foil hat."

It's certainly reasonable to believe with the long history of illegal, inhuman, and bizarre government experiments known to have been carried out in the past, that the device he described has been built and tested to determine its effectiveness. It is equally disturbing to learn that the United States government has a patent for a device that can literally make people hear voices that seem as if they're coming from within their own head.
In 2002 patent number 6, 470,214 was awarded to the US government for a device designed to, "induce a thermal-acoustic signal in the bone/tissue material of the head that replicates the input audio signal and is conducted by the bone/tissue structure of the head to the inner ear where it is demodulated by the normal processes of the cochlea and converted to nerve signals which are sent to the brain, thereby enabling intelligible speech to be perceived by the brain." In other words, you can't tell where the sound is coming from and it appears to originate from within your own head!
Unless, of course, you have multiple software defined radios monitoring incoming signals and putting time stamps on them, to determine Time of Arrival of signals and therefore direction signals originate from, as well as microphones to determine there's no actual sound wave producing the sound you're hearing.

And when they're not using that or radio waves, they have agents all over the place to speak or even shout things at the target, but again, with Time of Arrival circuits and microphones, it's a moot point, because their locations can be narrowed down, or at least the direction of their 'noise' along with radio fingerprints of smartphones and other devices they're likely to be carrying. :) -
