In fact the POTUS is bound both by his oath of office and in this case a treaty with the Ukraine to investigate and work with Ukrainian law enforcement in matters of corruption that involves mutual involvement by officials or person from both nations. By speaking to the Ukraine president about the Joe Biden matter he was fufulling his oath of affice and his obligation under a treaty ratified by congress.
