1 - dont wash your rice until the water is clear. rinse them once to get rid of rice bugs (a must have for natural rice) and be done. rice dusts are what make the water milky.
2 - just fill your rice cooker with as much water as you have filled it with rice. if theres an inch of rice in the pot, there should also be an inch of water in the pot, which means the water level in the pot measured from the bottom should be 2 inches. just measure by using your finger.
