If nothing did exist and then turned into something then you would ask how something came from nothing.
Nothing not existing directly supports something always existing, and existence not needing an "origin". Things can simply be. -

Neither of those are independent things that exist in the absence of matter. Photons are not matter and if there are no massive particles, there is no concept of passage of time. The laws of physics are entirely contingent and they can't really exist without generating matter inevitably. -
