It's regulated by gangsters. If you have 100kg of cocaine you can't just stand on the street corner and make big bucks. You need employees, it's a business. Doesn't matter what part of the world you are in.
There's some pretty minor accounting skills being put to use. At the higher levels (definitely above me) there is money laundering. We weren't on payroll. We just take a percentage of the revenue from the deals. You sell all your product and give the money to your boss, and keep your percentage, and make sure the count is right.
