That is just the very basic first step any time you handle a weapon. I don't care if you pick it up, inspect it, unload it, set it down, and 30 minutes later pick it back up, you still check the chamber as you very first action upon grabbing it.
So under California law if you pick up a firearm, point it at another individual, and pull the trigger (something you should never do unless you intend to kill that person with the obvious exception of on a movie set) without first inspection the chamber and it discharges killing that person without due caution and circumspection.
That means Alec Baldwin is quite probably guilty of involuntary manslaughter. Which, as a felony, is punishable by up to a $10,000 fine and up to 4 years in prison. This would be an easy case for a prosecutor but everyone knows he will never be charged. He is huge Trump hating liberal in a district with huge Trump hating liberal prosecutors.

The cartridge itself was developed by FN Herstal in response a NATO request for a replacement of the 9×19mm Parabellum. The request required better range, accuracy and terminal performance than the 9mm as well as the ability to pen IIIa.
Would you find it odd if my EDC was a 9MM? No of course not. The 9x19mm is one of the most popular EDC rounds out there including US Military sidearms. So it makes sense to me to carry a platform that only weighs 26 oz. with a 20 round mag and about 31 oz. with a 30 round mag (21.5 oz dry), that out performs the 9x19mm in every aspect, that has a flatter trajectory with less recoil (quicker times back on target), can pen IIIA and bullet proof glass...
One final point everyone's hand/grip is different. The first time I held the FN Five-Seven it fit my grip like a glove. Toss the 30 round mag in and it becomes like a custom fir grip for my hand. So my shot placement is better than with my 9's as well.
The one downside is the cost of the ammo. Right now on ammoseek.com the cheapest 5.7x28mm is $1.00 per round while 9x19mm is as low as $0.30 per round.The following users say it would be alright if the author of this post didn't die in a fire! -
