The only way I could think of to break the cycle would be some technology to make self-sufficiency possible and significantly easier, but that'd fall apart because the majority of people would choose convenience over it, eventually leading to suppression until 'they' find a way to integrate it.
We could try to use genetic engineering to make the species more 'sustainable' but those same 'elites' have explicit control over research and the capacity to introduce large-scale changes, and why make better people when you can make better peons?
