This is all a lot of work easy though it may be, look up Admin's thread on wiring an rPi to a stove or whatever it was, i gave a quick overview on how to rig up an incendiary device in that thread. Thermite is even easier to make, and it should melt right through the propane tank.
The goal of arson should be to make it look like not arson. While this is very good information it would be spotted as arson right off. -

He probably is Lanny or one of Lanny's friends? Meaning he's not in Canada atm or Lanny isn't in San Francisco currently and possibly Toronto (Or BC or wherever Spec claims to live) and he is using RTT (Real time text). It is a plugin on the BBS software that lanny runs off of Apache no doubt off of his own server at home.
It allows him to read it as you're typing it out.. like old BBS chatbox. you can watch the person slowly type shit out and read it in real time.

There is no persecution in Guatemala. In fact Guatemala just signed a safe third country agreement with the US to process asylum claims there instead of at our ports of entry. Very similar to the third safe country agreement between the US and Canada. -
