LOL non-routable IP addresses can be used over and over on different LANS. The reason you and your neighbor can both have a 192.x.x.x or 10.x.x.x is because that they are non-routable. It's not a matter of the modem blocking anything. The router/modem use NAT. It enables private IP networks that use unregistered (192.x.x.x or 10.x.x.x) IP addresses to connect to the Internet. NAT operates on a router, usually connecting two networks together, and translates the private (not globally unique) addresses in the internal network into legal addresses, before packets are forwarded to another network.
