Nostalgia. To (re)experience the Internet when it was new. For many, it wasn't a horribly drab and awful time, but a pretty magical experience. For me at least. -

A net separate from the mainstream network of planet earth.
Since the bandwidth would be pretty small due to the nature of the content maybe it would be possible to start a network totally separate from the internet and build our own infrastructure.
Maybe in a few years there will be an easy and mostly affordable way to build our own internet.
We could have a web, mail server, p2p etc

He can use a widely available assortment of software to "bottleneck" his connection to any speed he sets, including 56k dial-up. Of course. Granted, the "community" he wishes to build, would all have to hop on board with that and do it to their own machines each. I don't believe he intended to create some community that is "bubbled" from a network sense where it downgrades incoming and outgoing to 56k limitations, regardless of the connecting speed. -

That said, they are sometimes slow to this and it could take a long time. I suppose the method to the madness is buy as many as you can while you have the funds and the ones that get whacked, get whacked. The ones that don't, will in due time, so GET THAT WISH LIST TOGETHER.
