    I'm not sure if you guys are actually retarded or intentionally misreading that, so I'll give you the benefit of the doubt and explain it (without mentioning Putin because that's clearly some kind of trigger word for you people):
    
    State A indicts citizens from State B without providing any evidence of wrongdoing.
    Instead of telling them to get bent, Ruler B asks for any evidence of wrongdoing so that he can investigate whether the indictment has merit.
    State A refuses to share any information.
    
    To any reasonable person, it should become clear that State A never actually intended to act on the indictment because they knew a sovereign state would never hand over its own citizens because 'just trust us lol'.
