there are people physiologically incapable of extensive physical development and advancement. as long as they attempt to do their best and try in society, everyone should be equally 'appreciated.' i.e., i sure to fuck would never want to be a garbage man or the guy that cleans out those septic tanks. that being the case…i sure to fuck would never ridicule or berate one since theyre doing a functional and vital service.
if you begin training at 8, combined with a complete diet and high protein intake, yes, every individual can develop what we would call a 'ripped' musculature. every single one. some will be bigger and some will be leaner, but all will be ripped. the earlier a person begins, the greater will be the final state. physical training is mandatory and will be compelled by a whip if necessary.
education should be accomplished in the primary levels by simply restricting the young to a very large 'school zone'. during the 4-6 hours they are required to be there, they can mill about and do as they please, but there isn't going to be anything to do except learn and practice. maybe a kid wants to go to the engineering building and learn how work wood. or maybe he wants to learn history, or just read at the library. or maybe a kid wants to play piano, and goes to the arts building. in any case, the physical training is absolutely mandatory, as well as the restriction to the walled school zone from 9am to 5pm.
there shouldn't be any compulsion in preliminary education, beyond reading writing and basic arithmetic, simply because it is destructive to ones capacity to ever really learn at all. if they're dumb, they'll just have to do stuff that you don't have to be smart to do, and which won't pay very well.
as for age, i suppose that if a student proves to be exceptional in some way or another, he can begin to commute to the university after physical training, before the age of 18.
i would only include actual 'modern soldiering' education in the last two years of primary education, 16-18, but teach the fundamentals from age 8-18. boxing and wrestling. perhaps squad tactics with simunition? shooting 8 year olds with plastic bullets would certainly harden them. it would come down to 'you can't win fight's against americans'.
moral and philosophical indoctrination would be insinuated in everything one way or another, so that the young grow up with the correct ideas and attitudes.

before that i was a female who died of typhus at a young age, teens or something. female incarnations are hard to remember because they're rarely ever noteworthy, and females are much less conscious and aware than males are.

all citizens have to re-qualify in weapons handling and fitness for military action on a yearly basis in order to vote, until they are 40 years old.
there is no reason why literally every citizen should not be ripped. -
