there seems to have been a lot of confusion because the roof was cleared but nobody was posted up there when he brought his own ladder and climbed up.
there was a SWAT unit inside that building, so the snipers had trouble clarifying whether the guy on the roof was one of theirs.
that and there were trees between the snipers' position and the shooter, so visibility would have been poor -
