they're contradictory positions; the former indicates that their ability to fight is close to depleted, but the latter is what you do when you're trying to 'soften' the enemy in preparation for an attack.
the clear implication is that the way is being prepared for other forces to enter the war on the side of Ukraine - the question is whether other parties have agreed to it, or whether Zelensky is desperately trying to force their hand. -
