Only the general public thinks nuclear weapons are incredibly complex or difficult to create.
It is the manufacturing infrastructure that is difficult and expensive to setup. And even for that the issue is organizing the specialized human capital, not that nuclear weaponry requires some very arcane technical knowhow.
Example, in the case of many nations it is as simple as the fact that if someone gets the required specialized knowledge, their government basically cannot match their paycheck to any of the numerous opportunities that are already open for them abroad.
Nuclear fearmongering is a great way to rob public coffers and convince average folk that it really requires billions of dollars of investment.
When really a majority of "nuclear weapons research" is actually just missile R&D and has zero to do with actual nuclear research.
And of course in general "weapons research" is the blanket name for the government getting to spend blank cheques with no oversight so long as the public is sufficiently scared.
It allows infinite flexibility in spending and deal along under the guide of public affairs.
E.g. you have $50 million to setup the basic complex for the missile research, who gets the contract for the construction? How about the subcontracts, how are they structured?
In general the military is a public jobs and wealth redistribution scheme. It gets many young men out of the public and I to a structured system where they can receive some education and discipline and be spot back out into society with a slightly lower chance if being a horrible delinquent. Nobody dares to criticize the giant public handout safety net that is any nation's military.
Because God dammit your dad and his dad and his dad built your house fighting for this public jobs scheme and they derive a lot of honor from it not being called one.

It's not too hard to make, collimation etc not too hard, all things considered they are pretty simple objects so if you calculate well and do some testing it doesn't seem that difficult. I'm gonna make a 3-ring clamp mount that can be placed on a Dob.
