    Jeff hunter (Seen here) was a COO at EA Sports (Which the US DoD hires to develope War Simulation Software under the former SIMs/Maxis) in Redwood City. They purchased Maxis in emeryville but recently closed it down. Victor went onto different things but was a developer by the time he left.
    
    Jeff Hunter worked for a company which hired for companies like Disney, ABC, Lucas Arts (now owned by Disney) and other media affiliates.
    
    Jeff Hunter worked at Seagates which makes HDD and motherboards.

    I'm guessing you hung out with *A* Jeff Hunter or Jeff leaves Connecticut to come and run his company in SF as an ISP. Jeff Hunter is a common name, but it's not common enough to fit all of the companies I listed.
