   The law only exists because of failures of the system. In a perfect world a business would inform there is a health risk and shut down on it's own, people would avoid it and they would address the problems before reopening.
   
   But because none of these parties have a trustless system, our society is set up in a slavery like system of always being beneath someone else or relying on another person instead of one person being their own bank, everyone uses a different bank with a heirarchy CEO at the top who is elected by a board of directors that were chosen by shareholders who get their shares from a stock exchange operated by an entity controlled by a etc etc etc
