Yeah Ukraine's been shelling Belgorod pretty heavily these last few days, I'd assume the ongoing missile strikes are in response to that. With all the satellite/aerial/drone surveillance I'm surprised they haven't been able to put a stop to it yet.
After the first day of strikes internet access was significantly degraded and the SBU banned the publishing of footage showing what was hit so there's a lot less footage of the subsequent attacks. Local reports seem to indicate that the main targets were power infrastructure near Kiev that wasn't destroyed previously, specifically the CHPP-3 plant.
As for cargo planes, my guess would be radars and anti-air systems. With the electric rail system down it doesn't make sense to be rushing hardware in for the Eastern forces, and much of the stuff the US has promised (specifically more HIMARS complexes) actually has to be manufactured and isn't ready yet.The following users say it would be alright if the author of this post didn't die in a fire! -

It weakens the anti-war faction in Russia and provides Russia with ready propaganda. There are dozens of towns the same size as Belgorod in Russia, and even if they leveled the entire city it just wouldn't matter.
