In fact a lot of corporations outright pay for or help to develop a community because investing in a community means more profit for them.

Why should you have to pay taxes for something that will hurt you? or that you don't agree with?
Democracy through fundraising will lead to the best possible solution instead of what gets someone the most votes. -

Should St. Louis people pay more because they have more money even though they only cross the bridge to get out of East St. Louis or should the Illinois people pay because they want to get into St. Louis for work and shopping/entertainment and then back home at night?

It wouldn't even be a question of "who has to pay for it" the bridge would already be built and paid for by companies that need it. The government does nothing but get in the way.
The government does not build bridges. They offer contracts which PRIVATE COMPANIES bid on and they are the ones that build all the infastructure. The government costs money to manage such contracts and offer them, this requires tax money to pay for the government workers.
If you cut all of that out the project would still get done, except some people would be out of a cushy do nothing job paying 6 figures to sit on their ass and stamp papers.
bureaucracy is an outdated concept, technology makes it obsolete. Imagine system like Gofundme except for "government" contracts that a local community pays for.
Radical idea I know (even though this is basically how things operate now except with far more hurdles)
A private company could fund public works and have their name on the bridge. There are no losers in a truly free market.
