He was specifically talking about potential fraud related to mail votes, and without them there wouldn't need to be a transition because he's confident he'd win.
Hillary explicitly said that Biden should not concede under any circumstances which is significantly more direct in stating that they would not accept the results of the election if it does not go in their favour.

If I remember correctly, Hillary advised Biden to not concede on Nov. 3rd and to wait until the mail in ballots were counted insofar as those are supposed to heavily favor Biden.
