    Whats illegal about police scanning is not registering the equipment with the FCC. Not the actual scanning. This is why you can just use an app or website to listen.

    It looks to me like the old boy was just using his phone to take pictures or video of the incident and was attempting to document the officers involved and...the officers did not like it.

    Also you can't 'skim mics' with a phone lol. Its publicly available and legal to listen to a cops radio. You dont need to get up close. This is not like card skimming where you need to swipe the magnetic strip or chip on a card
