Yes, false accusers should face the same prison time, if convicted. That is equal to the prison time someone would get for committing the crime they have been accused of.

Assuming it can be proven on a case-by-case basis that it's a false allegation, rather than a merely unsubstantiated one, with the intent to cause harm, I think it should be treated as defamation and handled in civil court.

No, that would be fuckin retarded, it would literally be entirely counterproductive in every way.
First, the safety and well-being of the victim should be put #1 above all else. The victim of a false rape allegation is facing a heavy duty penalty for a lying ass hoe. Even if they are ultimately found innocent, they are going to have to fight a fuck of a legal battle.
For them, the best and fastest way to get back into daily life is if the lying hoe admits it. And the lying how will never admit it if it's her freedom on the line.
The other thing is, you don't really want to discourage actual victims of rape from coming forward, on the fear that the evidence won't be strong enough for their allegation to stand.

I DO agree that false reporters should be punished. The reality is that it would mainly come as a civil suit for defamation of character which doesn’t carry stiff penalties, usually just a cash reward.
That’s not true actually. The statistics in false reporting only take into account the ones entered into the system and processed. Doesn’t take into account the numerous ones police and prosecutors ignored or laughed off. It also doesn’t take into account work place false allegations of sexual harassment.

20-25% of women lie about paternity of their children.
