i go back and forth, i shave once or twice a month and I get a haircut like every 5 months. But every month i get my neck hair shaved off for 8 bucks so i dont look like a total hippy. I wash my hair every 3 days, i used to wash it twice a day but thats not good.
I also brush my teeth twice a day

Homeless people looking like shit is not a personal issue or psychological.
When you're in that kind of situation you can't just up and walk a few feet to your bathroom to cleanse you have to like get registered with a charity or shelter and even then you have to go through the hoops like walking there, registering, waiting in line then you'll go four or five days without bathing and you're back to looking like shit again.
I was lucky in that my ymca allowed me to take showers for free but since being on the road I can go up to a week without bathing.
OP sounds like he's suffering from a severe situation though I would suggest he reevaluate things and or I'll himself. -

or you can just join a gym/rec center. most places are cheaper than the average phone plan, even in a big city. -
