   the concept expressed by the article is fairly simple btw
   
   presynaptic neurotransmitters in vesicles correspond to postsynaptic receptor sites. the Rab3 protein seems to attract the vesicles to the protein, and then the protein is attracted towards the postsynaptic receptor, kind of like a magnet coming towards a magnet coming towards an even larger magnet, and this helps regulate neurotransmission by enhancing the ability for the chems to reach the receptor. also the Rab3 proteins seem to be localized to certain areas, so the proteins kind of function as its own structure in the brain that crosses multiple regions
