    I didn't say it wouldn't, but it would be more advisable to sourcing food and water from the surface that had significantly more exposure tho.

    No, they don't. Most water runs into the rivers and back out to sea. The water that does make its way down to underground springs and the like is greatly fiItered through the ground, which is why people pay premium for it in bottles, because its so pure.

    'Fallout' refers to radiated dust particles from the explosion including particles of the spent uranium and plutonium used to create the blast. Those particles will be very high in radiation levels as they are particles of atoms that were highly radiated and were split in the explosive reaction. Ground water will have fiItered out any fallout that was contained in it. Other than that yes the water could be radiated above normal levels but then its going to get diluted with all the water that's already down there which is going to have only normal levels of radiation in it. Remember that everything has a level of radiation, including you and me.
