Nuclear Weapons Threat

2020-02-10 at 3:45 PM UTCI heard that they are now making nukes smaller and smaller now, that in the past because nukes were so destructive that nobody wanted to use them and fuck up the world so they worked as a deterrent. But now that they can make them so much smaller people aren't going to be so hesitant to use them.
Is this true? -
