Also there is no network card so the internet comes from a USB stick, if I fuck with the OS it will delete the software for the USB stick and I lose internet. So I'm just gonna leave it alone. I also need windows for game development purposes.
My friend says its missing 2G of RAM.

That means you either have dust in your fan or your CPU is running hot while idle(which is bad). Or it's a fan that isn't controlled by the motherboard/cpu and just has hurricane mode. Download a hardware monitor to be sure though, or open case up and see what's up. -

2016-08-13 at 10:18 AM UTCTry to kill it, see what happens. Net service shouldn't be eating all dat cpu, what are you doing downloading all the cp in the world? Alternatively get wireshark, see where your network resources are being drained and plug that shit up with a host file for your firewall.

I haven't tried the above fix yet ^
Killing svchost.exe(netsvcs) does indeed fix the problem and doesn't kill the internet, brings the computer to a nice and quiet 20% with no turbo jet fan yelling at me, but after 10 seconds it starts up again. When I suspend it the entire computer goes DERPADEW!!!!, closes explorer.exe, doesn't let me ctrl+alt+delete and crashes the browser.
I googled "netsvcs using up all my CPU 100% loud fan" and got like 100 pages of people with the same problem. I will fix it when I'm done watching Big Brother and scraping bong res.
Maybe it's just me, but when Task Manager is open it sticks at 50%.. but as soon as I close it, it goes REALLY LOUD WRRRRRR WRRRRRRRRR (freaks out my cats lel) and then I open it up and it jumps down to 50%.. It's like it knows I'm watching.
