    Soleimani is a much bigger deal internationally. He would've either had to admit that he fucked up and accidentally killed the head of the IRGC or play it off like it was all part of his 'master plan'.
    
    Muhandis is high up on the Iraqi PMU foodchain and he was being tracked since the AH funerals and embassy protests, probably earlier.
