The plastic should cover the window frame itself as well, taped to the wall and stretched tight all around (a hairdryer works to shrink and stretch), and the blinds should be on the outside of the plastic.

If you would’ve used the expanding foam seal I suggested you could’ve operated your blinds like normal. You could probably plug up all your windows for like $20

He's not going to be able to see shit outside with that plastic on the window regardless, no matter if the blinds are inside or outside the plastic so it really doesn't fucking matter retards. It's like trying to see something out of a totally fogged window. You can kinda make out blurred shapes and colors, but nothing definitive. It doesn't fucking matter. He's doing it to stay warm not admire the great outdoors. If he wanted to do that, he'd go outside and fucking freeze to death.

They used to make those kits with crystal clear plastic, and you used a hair dryer to get them sealed well. I’ve never used them, but if you do it right, you can see through them clear as a bell and the heat does not escape.
