Essentially, what you must do is, get either a blank firing gun or a rubber bullet firing gun, and covert it to fire real bullets.
I don't know how easy it is to get live ammo where you live (I used to find live ammo in the school playground and central bus station where I used to live, that conscripts would inevitably lose as they fall out of their spare mags taped to the inserted mags in their rifles while they run to catch the train/bus).
Worse case scenario, you modify rubber/blank rounds to fire regular bullets. You might have to get creative, but this is doable and this is a fact; I know people in Russia (where live fire handguns are illegal) who have done this for the lulz.
I'm not saying that you should do that or anything, but if you wanted to you absolutely could get everything you'd need at a local hardware store to commit violent gun crimes and cripple local infrastructure like bridges amd rail lines.

yeah I misread. I'm more curious how well it'd work, ie. what sort of powder load those things have, but I guess it'd be significantly easier to get powder reloading than guns or whole bullets if you were that way inclined

petrol powered guns are messy and dangerous, the idea was experimented with back in the 70s I think but they found the only place it worked reliably was in artillery units and it required more maintenance than regular propellants
I have considered a 'potato cannon' that pumps specific amounts of propane + oxygen into a sealed chamber so you don't have to worry about all the air being burned out when you fire it

but considering you live in a tight assed country without freedom to bear arms, its a good alternative,
besides metallurgy and material science and design are much more advanced these days and anyone with enough effort could come up with a reliable CAD design.
I've drawn up plans for a cannon that fires frozen energy drink cans in the past, partially because it'd be fucking hilarious to be in a civil war- or police siege-type situation and brain someone with a can of red bull.
