State A indicts citizens from State B without providing any evidence of wrongdoing.
Instead of telling them to get bent, Ruler B asks for any evidence of wrongdoing so that he can investigate whether the indictment has merit.
State A refuses to share any information.
To any reasonable person, it should become clear that State A never actually intended to act on the indictment because they knew a sovereign state would never hand over its own citizens because 'just trust us lol'. It's a waste of resources simply to put on a show for domestic audiences.

State A presents evidence, and if it's substantial brings it to an international court or tribunal. As opposed to just making accusations and innuendos as loud as it possibly can. -
