You can do the same thing at the DMV because we have a federal system (through the social security administration) in which all that stuff is verified.

Sure, but if you understand that you CAN do it that way, why not, too? That's what I did last election here, just went to the polling location with my ID and my electric bill and was set within a minute. They just looked me up and verified shit on their laptops. I didnt vote on a whim, just was most convenient for me to do it that way and it was quick easy and painless. -
