Here's a better thought: federally legalize it and regulate it. Sell "plain" flavored THC juices that you can add a drop of flavor too and call it a day. The reason the bootleg carts are killing people is the pesticides used in the unregulated growing of the base product getting transferred along the line to the end product. -

It's sprayed on during the growing process and a problem with unregulated weed, including unregulated legal weed. They've found pesticides in some CA medical shops who have been grandfathered into not needing regulation like the recreational shops. -
