Well, he did decrease black and hispanic unemployment rates to historic levels, but of course they'll say that's from Obama's administration.

I can't tell if you are joking or not. Mike Pence was fucking despised in Indiana by the end of his term. In 2016 he had an approval rating of 43% (compared to his predecessor's 77+%). You are absolutely crazy if you think Pence did well for Indiana's economy.
Mitch Daniels ran Indiana like a well oiled machine from 2004-2012, one of the most efficient states with some of the best growth statistics amongst its peers. He took Indiana from a projected 2 year deficit of $800m (which was being funded by reallocation from municipal governments and school districts) into a $300m budget surplus, and restored those funds to where they were appropriate.
Mitch Daniels did not give a single god damn fuck about social issues. He secured 170K jobs and $15b in investment to the state of Indiana, capped property taxes and balanced the budget. He left unemployment well below the national average.
Pence was picked by Daniels on the good faith assumption that he wouldn't ignore the 8 years of fiscal responsibility and Indiana's commitment to not focus on partisan social politics. And then he proceeded to do just that.
Whatever fiscal benefits Indiana saw were a carryover from the policies of Mitch Daniels. Pence's time in office is marked by failures of fiscal policy and unwanted and unpopular insistence on social policy. He cut ~$50m of government services off the budget then spent $100m hiring a PR firm for the IEDC to unfuck Indiana's image after trying and failing to ban gay marriage. Unemployment rose to the national average, Indiana's GDP growth sank to one of the slowest in the US by about a factor of 6x.
